Behind the scenes of Tulsa prostitution arrest and defendant’s fight against the 1,000 foot felony rule

12/23/2013 – Tulsa, OK — A female Bixby Masseuse busted for felony prostitution in Tulsa pleads guilty, but not before filing an interesting argument against the 1,000 foot felony provision in the prostitution statute.

JohnTV first reported on the questionable arrest of Sandra Beth Knapton, 41, back in April.

According to court papers, Tulsa undercover police officer Joe Gamboa was really horney when he made an appointment for a massage from Knapton, who goes online by ‘Diamond Sassy,’ at a Tulsa apartment in the 6300 block of South 107 East Ave.

Once there, the none-too-shy officer stripped down and laid naked on the massage table while Knapton reportedly tugged on his junk. Not quite sure he had enough (to make an arrest), officer White did ‘the flip’ and asked Knapton, “How much to have you?” To which Knapton indicated $300.

Officer White then gave “the bust signal” – most likely an erect penis – and Knapton was hauled off to jail and subsequently charged in Tulsa County with felony prostitution within 1,000′ of a church.

On July 5th Knapton pleaded guilty and was sentenced to 18-months deferred (supervised), and ordered to pay a $600 court fund fee, $150 VCA, court costs and complete a drug and alcohol assessment.

All of this is would be pretty mundane and ‘normal’ stuff as far as prostitution busts go, if not for the fact that Knapton’s attorney filed a motion to dismiss the felony prostitution charge because he felt it was too vague to be enforceable.

You can read the entire motion below – but in short, attorney Robert J. Stubblefield argued that the statute being used against his client – making a misdemeanor prostitution charge a felony because it occurred “within 1,000′ of a church”  - vague and lacking ‘fixed meaning.’ – citing the 5th and 14th Amendments of the United States Constitution, and the Oklahoma Constitution Article II, Section 7, pertaining to the guarantee of Due Process, or, stated differently, the proscription of denial of Due Process.

Basically, Stubblefield claims the law does not specify as to how prosecutors are to ascertain the alleged crime of prostitution took place “within 1,000′ of a church.” … Do you measure from door knob to door knob, property line to property line, or from penis to pedestal? Which is important because apparently, depending on how you measure, the alleged crime took place either just inside or just outside the 1,000′ boundary (a certified land surveyor found that a straight line measure from Knapton’s apartment door to the church’s door was 1,053′.)

Prosecutors responded to the above motion with their own – which basically argued that their measurement (from the apartment to the ‘structure of the Heart Church) was only 914 linear feet and that they only need to establish probable cause at this point in the judicial process. Furthermore the prosecution argued that the law was not vague and that this matter had already been addressed in Maxwell v. State 2006 – wherein the prosecution argues it was determined that the proper distance to be measured is from the place of prostitution to the structure of the church (or school).

Knapton’s motion was field on July 1st and the state’s response was filed on July 3rd. Unfortunately, the case ended july 5th with a plea agreement and before the motion and state’s response could be ruled upon by the judge.

Regardless, its an interesting look at the legal ranging that can go on behind the scenes of prostitution prosecutions in Oklahoma.

Stillwater band frat/sor executive director steps down amid prostitution charge

12/26/2013 – Stillwater, OK — A Stillwater based national fraternity/sorority marching band executive director has resigned in the midst of a highly publicized prostitution arrest near the OSU campus. His attorney has filed a lengthy boilerplate motion for….. well….. everything.

JohnTV has four times now (article 1, article 2, article 3, article 4) previously reported on the plight of retired Lt. Col. Alan L. Bonner, 66 of Stillwater and his Nov. 7 arrest, and subsequent criminal charges, for soliciting online prostitution.

According to the police report (see bottom of article), Bonner replied to a faux hoe ad on Backpage.com (placed there by undercover officers with Payne County and OBNDD-human-trafficking-unit) and arrived at a Stillwater hotel where he offered $100 for sexual intercourse.

Bonner, until very recently, was the national executive director of Kappa Kappa Psi fraternity and Tau Beta Sigma sorority.

Two days after Bonner’s arrest he was placed on paid administrative leave with both organizations.

On Dec. 10 formal criminal charges were filed against Bonner in Payne County. Bonner was charged with one misdemeanor count of soliciting prostitution.

Bonner has been free on $1,000 bond while he awaits trial (or more likely a plea agreement).

On Dec. 18 both Kappa Kappa Psi and Tau Beta Sigma post to their Facebook pages that “…National Executive Director Lt. Col. Alan L. Bonner has voluntarily resigned from his employment with the organizations effective December 15, 2013.”

The very next day (Dec. 19), Bonner’s criminal defense attorney, Cheryl Ramsey, filed a ‘motion to produce’ with the courts, asking that prosecutors basically do a whole bunch of busy-work – as if Bonner can actually mount a defense as eagerly as he was trying to mount the undercover officer who arrested him.

The five page motion gives a laundry list of documents they want prosecutors to produce (see below).

Its not clear what Ramsey and Bonner hope to accomplish with this motion as the arrest reads as pretty standard stuff.

JohnTV surmises that either Ramsey is simply trying to justify however much she charged Bonner for representation, they are trying to delay the case as much and for as long as possible, or they think pissing off prosecutors will someone work in their favor (not a bright idea).

They may also be working off a hunch that the faux hoe in the motel was actually a ‘confidential informant’ and not an undercover police officer. The idea being, that the defense will try and discredit the CI because she would have been promised leniency for her cooperation and success in catching some ‘Johns.’ If that’s the case – sorry Bonner, JohnTV has been watching these case for almost 17 years and the only time we’ve seen discrediting the cops and CI work was when OKC criminal defense attorney Scott Adams won when fellow local defense attorney Mike Gassaway was caught up in a prostitution sting – Acquitted at trial in record time.

Personally, our best advise to Bonner is to drop the shenanigans and realize that ‘You’re Busted Buddy’ and that if you play nice the worst thing that will happen is most likely a year or less deferred sentence, court costs and a small fine. You’ll eventually get the deferred expunged and go about your business.

Motions cost money and time – something you really are best to just not screw with in these such cases – because a pissed off prosecutor can insist on the letter of the law, which calls for 30-days to a year in jail, fines up to $2,500, an unexpungeable criminal record, court costs, supervision fees for years, and more.

Just take your lumps Bonner and move along.

Bonner’s next court appearance is set for the Jan. 7, misdemeanor docket in Payne County.

Probable cause affidavit released for infamous Russian hooker arrested in OKC

12/26/2013 – OKC, OK — Details of the arrest of an infamous Internet Russian prostitute with the weirdest background we’ve ever seen have finally been made public.

JohnTV was the first to report the Nov. arrest of 25-year-old Konia Aleksandrovna Prinster by Oklahoma City Vice.

Prinster, who goes by the online name ‘Russian Emma’, claims to reside in Los Angeles, but often travels the U.S. with her pimp boyfriend and fellow con-artist Taquarius Ford.

According to court records, around 11 p.m. an undercover Vice officer responded to Prinster’s Backpage.com ad (see below) and arranged to meet with her at her hotel – Country Inn & Suites (3141 NW Expressway, OKC).

Allegedly, when the undercover officer arrived, Prinster agreed to perform both oral and straight sex for $250.

Prinster was taken into custody and booked into the Oklahoma County Jail on complaints of prostitution and felony computer crimes.

Prinster was held for almost 24-hours until her broke ass pimp, Ford, could scrounge up a percentage of her $2,500 bond.

So far only a CPC has been filed in Oklahoma County Court – but prostitution cases have been delayed recently so we don’t expect formal charges for up to a few more weeks.

As JohnTV detailed in our previous article, Prinster and Ford are a real classless act. They pretend to be wealthy, educated, successful and on a first name basis with A-list celebrities – when in reality they spend their time concocting fantasy filled press-releases, stalking celebrities for photo opportunities, engaging in prostitution and scamming people from coast-to-coast.

OKC headquartered Love’s Travel Stops, partners with Truckers Against Trafficking

Las Vegas Detective; “Legalize it? Seriously?”

12/29/2013 – (as published at HuffingtonPost.com 12/13/2013, by Chris Baughman, former Detective, Las Vegas Metropolitan Police) – Many people argue that the legalization of prostitution in this country would make all the associated problems magically disappear. After years working as a detective in the Las Vegas Metropolitan Police Department, I am here to say that it wouldn’t work.

The main arguments in favor of legalization are that it would be better because we could create safe environments for the women and men who sell sex. They could be tested regularly and work in nicer conditions with medical care, and the government could tax sales and generate more revenue.

Prostitution is illegal in Las Vegas, but there are legal brothels in nearby towns. The impact of them is seen in Las Vegas. Girls working in the brothels include those who are sent there by pimps. Those girls are beaten and threatened — not within the walls of the brothels, but when they leave. Brothel owners either turn a blind eye to this or feel powerless to do anything. Girls may be safer from attacks by johns inside a brothel, but we cannot regulate this violence outside the brothel walls.

Pimps and traffickers have told me that when our former Mayor talked about legalizing prostitution in Las Vegas, they thought he was seeking to help them. Why wouldn’t they? Pimps could then deploy every girl they have (and more) and have them working in plain sight with impunity. They are smart criminals, and to think that they wouldn’t place girls in legal brothels is naïve at best. And when all those brothels were set up on the strip — who would feed the monster? Pimps and brothel owners would inevitably be out looking for more, newer and better boys and girls. And who would they be? They’d be our sons and daughters.

Legalization does not benefit the people selling sex; nor does legalization produce female empowerment. What it does is serve the owners of brothels, pimps and the johns who frequent them. Furthermore, it is immoral to think that the government would want any part of profiting from this behavior. We have been down that road before and that was called slavery. Legalization of prostitution would legitimatize and increase modern day slavery.

New Video: ‘John’ busted having sex with Robinson Ave. prostitute in Chelino’s parking lot

1/2/2014 – OKC, OK — Episode 385 has been posted to JohnTV.com’s YouTube channel – “A man is busted having sex with a street prostitute in a Mexican restaurant parking lot.”

In this video (see below), JohnTV’s own Video Vigilante Brian Bates confronts a ‘John’ who has taken a known street prostitute to a popular Mexican restaurant parking lot in south Oklahoma City for sex.

The video begins with longtime street prostitute Amanda Dee Zolicoffer soliciting near SW 43 and South Robinson Avenue.

Zolicoffer, 25, is soon picked up by a Hispanic male driving an older model SUV.

The two leave the area and appear to drive aimlessly for several miles before returning to the South Robinson Ave. area.

The ‘John’ finally parks in the overflow area of the Chelino’s Mexican restaurant at SW 42 and South Robinson Avenue.

Once there, Bates confirmed that the two had moved to the rear of the SUV and appeared to be engaging in a lewd act.

Bates approaches the two and acknowledges he recognizes Zolicoffer and notes that she’s covered her face in tattoos since he last saw her on South Robinson.

The ‘John’ exits the rear of the vehicle, gets in the driver’s seat and fled the area while Zolicoffer left on foot.

While the ‘John’s’ identity is unknown, Zolicoffer is well known to the Robinson area, JohnTV and the criminal justice system.

Zolicoffer’s felony criminal resume includes charges and/or convictions that go all the way back to when she was a teenager and include; drug trafficking, assault and battery with a dangerous weapon, leaving the scene of an accident with personal injury, possession of a taken credit card, petit larceny, and a June 2013 conviction for prostitution.

In case you were wondering, Zolicoffer’s June prostitution conviction only resulted in a $50 fine plus court costs – despite her long felony criminal record.

Zolicoffer first appeared on JohnTV when she was only 18-years old.

In the 2006 video below, Zolicoffer is one of several women engaged in street prostitution standing on the corner of SW 34 and S. Robinson Avenue. Zolicoffer has her back to the camera and has short hair and is wearing denim shorts and a beige top. Zolicoffer is only seen briefly as the video concentrates on the brutal assault of another prostitute by infamous pimp Mario Diaz and his then ‘Bottom Bitch’ Mary Kladky.

 On Jan 1, 2014 YouTube user ‘phototristan‘ posted the following question while viewing the JohnTV video ‘Episode 385‘;

Question: “Do you carry a weapon or anything just in case?

Answer: (1/2/2014 by Brian Bates) This is probably one of the top ten most asked questions I receive. In fact, several members of law enforcement from different agencies have urged me over the years to carry a gun and even wear a bullet-proof vest.

The fact is, I’ve been confronting individuals engaged in criminal activity since 1996 (without suffering so much as a scratch) and I can only recall a handful of times that I truly felt in fear for my life enough to have wanted a hand gun.

That said, Oklahoma is currently an open carry and conceal and carry state. I also have attended conceal and carry classes and have successfully completed CLEET training phases 1-4 and I hold a CLEET card allowing me to carry a weapon as an armed private investigator.

I personally support the right for citizens to bare arms and I keep firearms in my home for protection.

However, I have always resisted the desire to carry a concealed or openly holstered sidearm while engaging in my JohnTV commercial activism.

The reasons for this are many, but primarily center around my belief that citizens should not have to arm themselves with lethal weapons when exposing criminal activity in their community.

Additionally, there are always constant reminders in the news media that with the right to bare arms comes a very real responsibility and civil and criminal liability.

All too often I meet people who’ve gone to some 8 hour class and feel they are now 100% competent to carry and possibly brandish and shoot a firearm.

In my opinion two of the most recent examples of poor choices by trained individuals with firearms are the 2009 pharmacist Jerome Ersland case in Oklahoma City and the highly publicized 2012 case of the shooting of Trayvon Martin by George Zimmerman.

Being in fear of your life and shooting another person means you had better be 100% within the law and you’d better be able to convey that fear for your life to police, prosecutors and possibly a jury. If you can’t, you could find yourself in prison for a very long time.

This doesn’t mean there is not a very real possibility I could be harmed or even killed while videotaping criminal activity.

On occasion I do carry a taser – which used incorrectly only exposes me to assault charges and not murder.

Over the years I have confronted or been confronted by some very dangerous individuals.

In 2006 I made the choice to intervene when local infamous pimp Mario Diaz and his then ‘Bottom Bitch’ Mary Kladky, while armed with a knife, hunted down and then assaulted another South Robinson Ave. street prostitute, Angelita Canstellano.

In 2010 a street prostitute attack me by throwing a large rock at my windshield and I was forced to exit my vehicle and hold her until police arrived.

In 2012 I confronted a pimp who makes a vague threat he is going to shoot me.

Also in 2010 I once again intervened when felon street prostitute Megan Mullins, aka ‘Candy,’ was attacked by her boyfriend pimp.

In 2009 I intervened when a ‘John’ stopped near SW 41 and S. Robinson and tried to force one of two prostitutes into his car.

In 2012 I confront local pimp Jody Duffy when he was assaulting his girlfriend prostitute Tisha Howard.

Even when not confronting pimps, I am often in very close proximity to them and their criminal activity. Should they see me, the situation can easily turn deadly.

Sometimes even the ‘Johns’ try and take a swing at me. In this 2012 video a busted ‘John’ tries to grab my camera after being caught.

Another potentially violent situation happened when I caught registered sex offender James O’Berry with a prostitute. He gets out of his vehicle to physically attack me. Weeks later O’Berry was arrested for murder.

Occasionally, I help go after other types of criminals when I ride along with local bounty hunters like OKC’s Bounty Boys. Every arrest of a wanted fugitive holds the potential for a violent encounter.

In 2010 I aided police by identifying for them violent serial rapist, William Horton, who was preying on the women of S. Robinson Ave.

Oklahoma woman arrested in Louisiana for child sex trafficking teen from Muldrow

2/2/2014 – Baton Rouge, LA — A man from Arkansas and a woman from Oklahoma were arrested this past Sunday on complaints of child sex trafficking.

According to published reports, Lindsay Lovell, 21, of Muldrow, OK and Victor Medlock, 31, of Fort Smith, AR, were taken into custody after police found probable cause that a 16-year old female with them was being used for prostitution.

The arrests took place at an Airline Highway hotel in Baton Rouge. Also found in the hotel was a newborn infant belonging to Lovell.

The investigation started when the teen victim’s sister called authorities and told them her sister had runaway from their home in Muldrow, OK.

During the investigation it was learned that Lovell allegedly purchased a bus ticket for the young girl and sent her to Baton Rouge where she was met by Medlock.

Lovell, her infant, Medlock and their teen victim then went to an unknown location and purchased drugs.

At some point it is alleged that Lovell placed ads on Backpage.com advertising herself and the teen as prostitutes.

The teen victim was listed in the online ads as being 19-years old.

Police showed a photo of the missing girl to the hotel desk clerk who confirmed the girl had been seen going in and out of a room rented by Medlock.

When police entered the room they found Lovell, her infant and the victim. Police also report the room smelled of marijuana and that more drugs were recovered in the rooms refrigerator.

Medlock was taken into custody when he arrived at the room while police we there.

Lovell and Medlock were booked into the East Baton Rouge Parish Prison on complaints of trafficking children for sexual purposes, promotion of prostitution, contributing to the delinquency of a juvenile x2, possession of marijuana and illegal use of a dangerous drug in the presence of persons under 17 x2.

Investigators believe the juvenile victim knew Lovell from her hometown.

Lovell’s bond has been set at $135,000.

Medlock’s bond was set at $132,500.

Lovell is no stranger to headlines regarding prostitution. This time last year Lovell was featured in Arkansas media reports regarding a prostitution sting in Rogers that also resulting in the arrested of an Army Colonel and local lawyer.

Oklahoma man doing time for murdering a teen prostitute admits to killing teen hitchhiker

2/2/2014 – OKC, OK — A Oklahoma man already in prison for murdering a teen street prostitute has admitted to killing a teen hitchhiker almost 40-years ago.

John Benjamin Kennedy Jr., 58, has admitted to prosecutors to shooting 17-year-old Virginia Grace Kegan once in the head and slicing her throat on Oct. 25, 1976.

Kennedy is already serving a life sentence for the strangulation death of a 15-year-old prostitute in an Oklahoma City motel in 1978.

Kennedy was charged in Oklahoma County with murder in the first degree in July of 2010 after his DNA was discovered on Kegan’s underwear when investigators took another look at the cold case. Kennedy’s DNA was entered into a national database after he was convicted of murder in 1978 and sentenced to prison.

Investigators say Kegans, who worked as a waitress, left a north Oklahoma City Pizza Hut around 11:45 p.m. Oct. 24, 1976 and hitchhiked to Norman to visit her boyfriend’s roommate and stepbrother, Phillip Leslie Hanlin.

Hanlin told detectives that he had sex with Kegans and that she left his residence at about 4 a.m. the next morning to hitchhike to a friends where she was going to babysit.

Unfortunately for Kegans, she was picked up by then 21-year-old Kennedy, who worked as a bouncer at the Whiskey River Bar in Norman.

At some point, and for reasons that have not been disclosed, Kennedy viciously murdered Kegans .

Kegans body was discovered near downtown Oklahoma City the same day by two men looking for scrap metal under an Interstate 40 bridge by the Oklahoma River.

In the May 31, 1978 prostitution related murder, Kennedy was connected to the crime by bite marks he left on the victim’s breasts.

The woman was identified as 15-year-old Yvonne Jolene McFaddin.

McFaddin was reportedly working as a street prostitute when Kennedy picked her up near NW 9 and Hudson and went with her to room 207 in the King’s Inn Motel near NW 10 and Robinson near downtown Oklahoma City.

The motel room had reportedly been rented by McFaddin’s pimp, James Thompson.

Once there, and between the hours of 8 p.m. and 8:35 p.m., Kennedy strangled McFaddin with a wire and left her half-nude body in a dry bathtub.

Kennedy was also placed at the scene by eyewitness testimony of individuals who claim to have seen Kennedy with McFaddin in his brown Gran Torino.

The motel owner testified that he saw McFaddin enter the room with Kennedy and presumed prostitution was taking place and called police.

Shortly thereafter Kennedy was seen running from the room.

McFaddin’s body was discovered by Thompson when the motel owner approached him and told him he had to move out.

An autopsy noted that both of McFaddin’s nipples had been chewed away and that it did not appear that her killer had had intercourse with her.

Kennedy’s 1978 conviction is considered a landmark case because it was the first time bite mark analysis was ever used against a criminal defendant in Oklahoma – making Oklahoma the 9th state to allow such evidence.

Kennedy appealed the conviction, but lost in 1982.

1/3/2014 – OKC, OK — Episode 386 has been posted to JohnTV.com’s  YouTube channel – ‘Neighborhood Nookie.’

In this video (see below) , JohnTV’s own Video Vigilante Brian Bates catches up with a ‘John’ who has just picked up longtime street prostitute, drug addict and mother many times over Tisha Howard, near SE 44 and Byers.

This is a residential area just east of S. Robinson Ave. and the car wash and laundry mat on this corner have become havens for street prostitutes and drug dealing.

The area grew in popularity in late 2005 and early 2006 after the Oklahoma County District Attorneys office began utilizing geographic restrictions for convicted prostitutes – this corner is at the eastern most boundary surrounding S. Robinson Ave. – so this was essentially as close to S. Robinson Ave. as a person on geographic restrictions could get.

After picking Howard up, the ‘John’ proceeded further into the neighborhood before stopping near SE 47 and S. Lindsay Avenue.

Bates quickly confronts the ‘John’, who is wearing a wedding ring and claims he didn’t know Howard was a prostitute – though his pants were clearly open and he had no excuse for who he thought Howard was and why he paid her $20 for oral sex.

With Howard’s urging, the ‘John’ quickly drove away.

Dallas pimp posts bold recruitment ad on OKC Backpage

1/3/2014 – OKC, OK — An apparent Texas based prostitution ring is recruiting in Oklahoma City via Backpage.com.

On Wednesday an ad (see below) appeared in the ‘Oklahoma City Escorts’ section of Backpage.com with the headline, “LOOKING for the FINEST…come to DALLAS”

While the ad does not specifically say they are recruiting women for prostitution, its obvious that is exactly what they are looking for.

The ad touts, “…transportation, living quarters, security, all provided … calls scheduled at your convenience and prices for casual dates are preset … Our girls take at least 5 calls a day and some work as exotic dancers too … We are a FAMILY and everyone is treated as so.”

On Jan. 3, 2014 YouTube user ‘Mac Kenzie’ posted the following question while viewing the JohnTV video ‘Episode 386‘;

Question: “Do you get paid to do this or do you just do this for the sake of humanity?”

Answer: (1/3/2014 by Brian Bates) Simply put, Yes, I make a portion of my income from my JohnTV activities.

This is probably the second most controversial aspect of my activism (with opening of car doors being the first).

Personally I’ve never understood those who find fault in the fact that I have commercialized my activism. In fact, I openly refer to my efforts as ‘commercial activism’ so as to be completely transparent.

The reality is, if my JohnTV efforts didn’t pay for themselves, then I wouldn’t be able to dedicate hardly any of my time to something that I feel is extremely import – raising awareness and dispelling the myths of public, forced and organized prostitution and human trafficking.

I consider myself very fortunate to be able to wake up every morning and dedicate myself to something I truly find satisfaction in doing while at the same time providing an income to support my family.

JohnTV is not a cheap endeavor. Between the dedicated server for my website, equipment costs, fuel, public records fees and so on, the expenses for JohnTV can easily reach $3,000 or more in a single month.

Additionally, a majority of my time is spent in efforts that make me no money at all – like the countless hours I volunteer with local non-profits, time spent doing public speaking engagements, attending workshops to further my understanding, research and so much more.

JohnTV makes money primarily through the licensing of video clips contained within my library of footage dating back to 1996.

My clips are an invaluable resource to media outlets in their production of news, infotainment and entertainment features both nationally and internationally.

I also make an income through ad revenue generated from my online efforts.

That said, I have always and will continue to always provide my footage free of charge to local news media outlets.

In addition, I often make my clips available without cost to local, national and international non-profits to aid them in their efforts to spread awareness of the reality of prostitution and human trafficking.

OKC man charged with pimping taken into custody 27-months after initial arrest

1/6/2014 – OKC, OK — Over two years after an Oklahoma man was initially arrested for pimping related crimes and six months after he was formally charged, he has been arrested and currently sits in the Oklahoma County Jail.

Jeremy Eugene Steelman was arrested last night by Oklahoma City Police on an outstanding warrant issued last July.

Steelman was wanted on pandering, aiding and abetting and maintaining a house of prostitution charges stemming from his Oct. 2011 arrest at the Chieftain Motel in the 8100 block of S. Shields Blvd. in south OKC.

JohnTV reported on the Oct. 2011 arrest in Aug. of 2013 after Steelman and the teenager he was prostituting were formally charged in Oklahoma County court.

According to court records, Steelman was romantically involved with and prostituting 18-year-old Tara Jane English of Oklahoma City.

A call to the Oklahoma County Jail confirmed that Steelman’s bond has been set at $11,500 for both the prostitution related charged and a 2012 Oklahoma County felony charge for possession of a taken debit card x2.

However, even if Steelman manages to make bond right away, he still isn’t going to be going anywhere immediately because he also has a no bond hold from Oklahoma City.

English was also charged in the stolen credit card case.

According to court records, English is also wanted on warrants issued from the credit card and prostitution cases.

Public records currently show the following addresses for; 2000 block of S. MacArthur in OKC, and an address in Porum, OK.

New Video: ‘John’ confronted in adult toy store parking lot (ep: 390)

1/8/2014 – OKC, OK — JohnTV’s cameras have recorded ‘Johns’ doing lots of different things after they pick up a street prostitute. While most often a ‘John’ proceeds to a secluded (or not so secluded) spot for some quick, cheap anonymous sex – on occasion the ‘Johns’ make a slight detour to the ATM, pawnshop, fast food drive through, etc.

However, yesterday marked a first…..

A ‘John’ who picked up a street prostitute, rented a motel room and then proceeded to drive to a nearby sex toy store to purchase some ‘supplies.’

This all ‘went down’ (so to speak) yesterday afternoon when JohnTV’s own Video Vigilante Brian Bates was out documenting blatant street prostitution near SW 43 and S. Robinson Ave.

That’s when he took notice of a possible pimp driving a beat up Scion while he repeatedly dropped off and picked up a black female Bates suspected he was prostituting.

Around 1 p.m. the woman was dropped off near the area of SW 40 and S. Robinson Ave.

Within minutes the woman was picked up by a white male driving a newer model metallic blue 4-door Ford F-150.

Bates followed the two as they made their way along SE 44th to S. Shields and then east to the Days Inn located at 8217 S. I-35 Service Road.

This particular Days Inn is very popular with organized prostitution rings and JohnTV has encountered several working out of this location.

After arriving at the hotel, the ‘John’ parked on the West side of the property, left the woman standing outside the vehicle while he walked around to rent the room.

After the ‘John’ returned the two then proceeded to the second floor and room #217.

As Bates prepared to call the motel operator and ask to be transferred to the ‘Johns’ motel room phone, the ‘John’ suddenly exited the room and made his way back to his truck.

Bates followed as the ‘John’ drove off the motel property and along the I-35 Service Road to a Christie’s Toy Box several blocks to the south.

Bates decided this is where he would confront the ‘John’ and inquire about his activities.

Several minutes later the ‘John’ exited the store and made his way back to his truck with something tucked under his coat.

Bates confronted the ‘John’, who denied having any knowledge of picking up a prostitute, renting a room or buying sex toys.

The ‘John’ quickly left the area.

Bates setup on the hotel room the ‘John’ had rented, but he was never seen returning.

The prostituted woman was also not seen again in the Robinson area that day.

Another affidavit released in OSU Bonner prostitution case

1/13/2014 – Stillwater, OK — More details emerge from the prostitution related criminal charges against a former OSU band fraternity/sorority executive director from Stillwater.

JohnTV has reported several times now on Lt. Col. Alan L. Bonner, the disgraced executive director of Kappa Kappa Psi and Tau Beta Sigma of the Oklahoma State University campus, and criminal charges stemming from Bonner’s arrest during a prostitution sting back in November of last year (click here to see a listing of all articles where Bonner is mentioned).

The sting was formally known as ‘Operation Dragon Slayer.’

Just last week an additional probable cause affidavit was made public (see bottom of article).

In this newly released document it is learned that the prostitution sting occurred at a Motel 6 located at 5122 West 6th in room 214 at around 11:21 p.m.

Also revealed was the online ad that was used to ensnare Bonner and other would-be ‘Johns’ (see below).

In an odd and possibly concerning side note, the photos used in the ad above are of college coed “Ashley” who is from another state and allegedly frequently submitted pics of herself to the college humor site theChive back in 2010 (JohnTV has redacted ‘Ashley’s’ face as well as other information from the ad).

According to court documents, Bonner told the female undercover officer that he was going to stop by an ATM while in route to the motel.

Once he arrived, it is alleged that Bonner told the undercover officer he was going to pay $100 for an hour of straight and oral sex.

The undercover officer then gave the takedown signal and additional officers entered the motel room from an adjoining room and placed Bonner in custody.

Bonner has been charged with misdemeanor solicitation of prostitution.

After Bonner’s arrest he was placed on paid administrative leave from both Kappa Kappa Psi and Tau Beta Sigma.

Bonner formally resigned after criminal charges were filed.

Twenty six individuals were arrested (6 alleged pimps, 10 alleged ‘Johns’, and 10 alleged prostitutes) as a result of the multi-agency sting that included agents with the Oklahoma Bureau of Narcotics and Dangerous Drugs (Human Trafficking Unit), Stillwater police and Payne County deputies.

Bonner’s next court date in Payne County is set for Feb. 11.

People are often curious what happens with the video and the individuals in the video after they’ve been recorded engaging in alleged acts of prostitution.

In an ideal situation, the video clearly shows a violation of the law that results in criminal charges and a conviction. However, this is not always the case.

Depending on the location, time of day, and other circumstances, I may or may not contact 911 prior to approaching a vehicle.

Calling police is primarily for my safety and not to ensure the arrest of the individuals – because in most cases police do not arrive at my location until after the alleged ‘John’ and prostituted woman have fled the area.

If police do happen to arrive on scene, I show them the video and the individuals are placed into custody and I am asked to inform them they are under a citizens arrest (because the officer did not witness the alleged criminal activity). The individuals are then transported to the Oklahoma County Jail, booked in and in most cases allowed to post bail and are released 5-8 hours later (bail is usually $500).

In most cases police are either not called or do not arrive while the suspects are still present.

After a suspected act of prostitution is video taped and/or confronted, the video is reviewed by JohnTV to see if it meets a minimum standard required to result in criminal charges. That standard is pretty simple – does the video show the individual(s) engaged in public lewdness (sexual activity) and can they be positively identified (you see their face and hopefully the vehicle’s tag)?

Many people do not realize two things…

1.) In Oklahoma, your vehicle provides you very little legal privacy and the activities you do in most vehicles is considered legally ‘public.’

2.) In Oklahoma, prostitution and public lewdness are the exact same statute – which means you don’t have to prove an exchange or offer to exchange money for sex to get a conviction within that statute – you only have to show lewdness.

If the video shows both obvious public lewdness that is prosecutable and the individual(s) can be positively identified then JohnTV contacts a member of Oklahoma City Vice and schedules a time and place to turn over a copy of the video for investigation.

OKC Vice reviews the video to see if there is both prosecutorial merit and if the offender(s) can be positively identified.

If those two requirements are met, then the OKC Vice detective forwards the video and a report to the Oklahoma County DA’s office for further consideration.

In an ideal situation an assistant district attorney confirms the OKC Vice detective’s findings and files criminal charges in Oklahoma County Court. Those charges can be either a misdemeanor or felony depending on the proximity of the alleged crime to nearby churches and/or schools.

To date, to the best of JohnTV’s knowledge, EVERY video that has resulted in charges has resulted in a guilty plea. Not a single case has gone to trial in Oklahoma County Court, as the defendant’s always plead guilty to avoid the video being played in court and facing the chance of the maximum sentence (up to a year in jail).

In the case of a convicted ‘John’ or prostitute, if they have no prior serious criminal record they are usually given a deferred sentence (3-24 months), a small fine ($50-$200) and assessed additional court costs. Deferred sentences may be expunged (removed from your/public record) after their completion.

In some cases the defendant’s deferred sentenced is deemed ‘supervised’ (you have to pay $40/month). A defendant may also have to have a health checkup, be assessed for drug and alcohol abuse, required to attend John School, and may have to complete up to 80-hours of community service.

If the defendant has a record the sentence may be suspended, as opposed to deferred, (which means an additional criminal record) and the fines and costs may be escalated. In some situations, someone with a long criminal record may be given up to a year in jail.

Regardless if a video captured by JohnTV is turned over to police or not, it is subject to publication online on JohnTV.com, JohnTV’s YouTube Channel and possibly other social media and online video hosting websites.

Additionally, JohnTV’s video are often licensed by media outlets all over the globe for various news, entertainment and infotainment productions.

New Video: A ‘John’ sporting a mullet busted having sex at tire dump

1/15/2014 – OKC, OK — JohnTV episode 393 is now online and was recorded just last week.

A ‘John’ who bears a resemblance to an older and more out of shape ‘Joe Dirt’ was busted last Tuesday having sex with a street prostitute near downtown Oklahoma City, just off South Robinson Ave.

It all started when JohnTV’s own Video Vigilante Brian Bates saw a silver SUV stop and pick up a known street prostitute near SW 43 and South Robinson Ave.

The two then drove straight to SW 14th Street and then parked behind a semi trailer in the middle of a tire dump that is very familiar with acts of public sex.

Bates approached the two as the ‘John’ was standing at the passenger side door engaging in sex with the woman.

The ‘John’ who was sporting a mullet and a blue tooth ear piece (classy) didn’t have much to say beyond some “yes sir’s” and “no sir’s” was quick to zip and and drive off.

Bates turned a copy of the video over to Oklahoma City Vice two days later.

Judge’s ruling means police can search phones used in prostitution without a warrant

1/16/2013 – OKC, OK — While some consider prostitution the ‘world’s oldest profession’ the means with which women prostitute themselves (either by force or by choice) has evolved greatly; so has the tactics law enforcement uses to investigate and arrest those involved.

A recent Oklahoma court ruling appears to empower law enforcement to search the cell phones of women engaged in prostitution, the pimps that would control them and the ‘Johns’ that feed the demand.

The Internet and Internet enabled cellular phones have had the greatest impact on promoting prostitution since the cure for the ‘clap.’

With the push of a button and a few taps on the keyboard any woman of any age can snap her pic and place it on sites like Backpage.com where she sells herself or is forced to sell herself for far more than she could simply standing on a street corner.

However, cell phones belonging to pimps and prostitutes are far more than picture taking, flesh peddling devices. They often contain gigabytes worth of information ranging from contact names and phone numbers, to text messages, emails, login information, GPS location data, photos and notes pertaining to criminal activities associated with their prostitution business.

It is rare to see a prostituted woman or a pimp that doesn’t have their cell phone firmly planted to their ear or tightly grasped in their hand.

The essential nature of Internet enabled cellular phones and prostitution and human trafficking has not gone unnoticed by law enforcement nor the courts.

As with drug traffickers, human traffickers often rely on their cell phones for every aspect of their criminal endeavors.

According to the courts, your cell phone, in many instances can be searched by law enforcement without them first obtaining a warrant or even charging you with any crime.

All police need is a reasonable suspicion that you are engaged in criminal activity. Additionally, if the crime they believe you may be committing is often directly tied to cell phone usage (like drug dealing and prostitution) then they most assuredly will search your phone.

Oh, you’ve got your cell phone password protected and you even hide you incriminating information where it cannot be easily located? No problem. Many police agencies, including Oklahoma, have a little gadget called a Cellebrite Forensic Device. Police simply plug your phone into the device and, like a Hoover vacuum, it sucks a copy of ALL the information on your cell phone into a hard drive so police can review the data at their leisure.

Two recent court rulings, one in Oklahoma (directed at an alleged drug trafficker) have very real implications in the fight against human traffickers and have some worried that the ruling could lead to abuse by rogue law enforcement officers.

According to published reports and court records, this is how the Oklahoma case went down (Though this is a drug case, this exact same scenario could occur with a suspected prostitute, John, pimp or human trafficker).

On March 22, 2012 Noe Vergara Wuences was pulled over by an Oklahoma City Police officer – not because he was suspected of being a drug dealer or human trafficker, but because his vehicle’s paper tag was flapping too much in the wind.

OCPD Officer Scott McCall did the usual, “So, where are ya headed?” and ran Wuences driver’s license for any warrants – which came back clean.

The officer then called for a K-9 unit and asked Wuences if he could search his car – to which Wuences reportedly said he could.

Shortly thereafter the K-9 unit made a positive hit on what turned out to be large quantity of meth inside the vehicle.

Officer McCall (we are actually pretty certain McCall is a Captain or Lt.) then seized two cell phones belonging to Wuences and promptly downloaded the contents of at least one of the phones to his Cellebrite device.

Because cell phones are often instrumental in drug crimes and due to the “automobile exception rule“, police were allowed to seize Wuences’ cell phones and copy all the data (even data not related to criminal activity) without a warrant.

Wuences attorney unsuccessfully argued that his client’s Fourth Amendment rights had been violated by the warrantless search and that the automobile exception rule should not apply because,

“…the courts have recognized the technological change in cellular phones which is elevated them from being analogous to a ‘beeper’ which had extremely limited data storage capability, and has now recognized that they are more like handheld computers containing large amounts of personal and private information, which should not be subject to ‘rummaging’ on the part of the government merely because it is located in a vehicle…”

US District Judge Gregory K. Frizzell was not persuaded and commented,

“…The court finds, based on the record at the evidentiary hearing, that there was probable cause to believe the cell phones contained evidence of a crime … Further, the court finds that officers had reason to believe there was a risk that the evidence could be destroyed by remote means.”

In another case, another alleged drug dealer had his cell phone searched without a warrant despite his attorney’s claim that the information contained on the phone was illegally obtained.

Judge Richard Posner shot down the defenses argument and pointed to the case of United States vs. Jones.

“So opening the diary found on the suspect whom the police have arrested, to verify his name and address and discover whether the diary contains information relevant to the crime for which he has been arrested, clearly is permissible; and what happened in this case was similar but even less intrusive, since a cell phone’s phone number can be found without searching the phone’s contents, unless the phone is password protected – and on some cell phones even if it is.”

Posner also argued that it was a matter of urgency because it was possible for an accomplice of the defendant to remotely wipe or delete the phone before police could obtain a warrant.

The ACLU has also taken notice of these rulings and argues that its unreasonable for law enforcement to be allowed to search out virtually everything about someone simply because they’ve been pulled over and potentially charged with a crime.

Drug crimes and prostitution crimes are extremely similar with the difference often coming down to simply the object being sold.

These latest rulings appear to give a green light to law enforcement to – when used properly and professionally – expose often intricate human trafficking and prostitution rings that could otherwise never be infiltrated.

1/16/2014 – Collin County, Texas — A ruthless pimp who kidnapped, beat and even carved his name into a Tulsa prostitute’s thigh has been convicted in Texas and sentenced to prison.

Joseph Julian Guerra’s despicable crime played out in graphic detail during a two day trial which resulted in his conviction and a 60-year prison sentence.

Guerra, aka “Ace”, 28, brutally assaulted 20-year-old Margaret Dodd at his residence in Allen, Texas in July of 2012.

According to court records, Guerra had been Dodd’s pimp since June of 2012.

A few days before the assault Guerra had gone to pick up Dodd, who he had been prostituting out of a Tyler, Texas motel. Dodd had made about $700 prostituting herself but had lost the money when a ‘John’ robbed her.

Dodd told jurors that she was terrified of Guerra and that he was extremely angry when he picked her up.

Dodd said that even though Guerra’s one-year-old daughter was in the car, Guerra punched Dodd in the face while in route to his home. Dodd told jurors, “I thought that was my punishment, so I took it and went on.”

Days later Guerra, still angry over the loss of $700, called for Dodd to get on her knees. Guerra then refused to let Dodd leave and stripped her and bound her feet and covered her mouth with duct tape. The next several hours proved to be a horrific nightmare for Dodd.

In open court Dodd recounted how Guerra beat her with his fists, kicked her in the head and stomach, struck her with a skillet, broke her nose and even knocked some of her teeth out. At one point Guerra threatened to rape Dodd with a knife and attempted to strangle her with a wrench. Guerra then carved his street name, “ACE”, into Dodd’s thigh, telling her now she would always remember him.

When asked by prosecutors if she thought she was going to die, Dodd replied in a shaky voice that she did.

Dodd said that after several hours Guerra grew tired and put Dodd on the floor and placed a towel under her head and told her, “Bitch, don’t bleed on my floor.”

After Guerra fell asleep Dodd managed to get her bindings off and crawled along the floor, so as not to wake Guerra, and then ran to a neighbor’s house around 2 a.m.

The neighbor, frightened by the blood covered Dodd, refused to let Dodd into her home but did call police.

When police arrived they found Guerra still asleep in his bed and blood and other evidence throughout the house.

Guerra was charged with aggravated kidnapping and aggravated assault with a deadly weapon – to which he pleaded not guilty.

At trial the prosecution pointed out that Guerra has a long criminal history and the fact that at the time of the assault on Dodd, Guerra was on probation for a misdemeanor assault conviction involving his former girlfriend (whom he had a child with).

Guerra’s defense attorney argued that Dodd was at Guerra’s house willingly so kidnapping should not apply. He further argued that Dodd sustained no life threatening injuries and therefore Guerra’s sentence should be far less than the life sentence prosecutors sought. Guerra’s attorney then attacked the credibility of Dodd by pointing out she had not been 100% truthful with police (fearing being charged with prostitution herself) and that she faces felony charges in Tulsa, Oklahoma.

Dodd’s Oklahoma charges stem from an October arrest for felony prostitution within 1,000′ of a church (Skelly Drive Baptist Church) and possession of marijuana and drug paraphernalia.

Last week Guerra was found guilty and sentenced to 60-years in prison.

Guerra will be eligible for parole in 30-years.

First two convictions in Stillwater’s ‘Operation Dragon Slayer’; both are ‘Johns’

1/16/2013 – Stillwater, OK — The first two guilty pleas stemming from last November’s ‘Operation Dragon Slayer‘ are from accused ‘Johns’; one a business owner and the other an OSU student.

JohnTV has reported several times on last November’s high profile online prostitution sting in Stillwater that resulted in the arrest of 26 individuals; 6 alleged pimps, 10 alleged ‘Johns’ an 10 alleged prostitutes.

On January 6, two of the accused ‘Johns’ pleaded guilty in a Payne County courtroom and were sentenced.

Sunil Bangalore Krishnappa, 22, pleaded guilty to one misdemeanor count of engaging in prostitution in violation of Oklahoma State Statute 21 O.S. 1029.

Judge Robert L. Hert Jr. granted Bangalore Krishnappa a one-year deferred sentence (supervised), ordered him to pay a $1,000 fine, and complete 15-hours of community service.

According to Krishnappa’s LinkedIn account, he is a research assistant at Oklahoma State University.

According to the probable cause affidavit (see below), Krishnappa called a phone number appearing on a Backpage.com ad for prostitution in the Stillwater area (see ad bottom of article). What Krishnappa didn’t know was that the ad was actually placed by law enforcement in their efforts to target those engaging in prostitution.

Krishnappa was directed to the Motel 6 at 5122 West 6th street (room 214) at around 7 p.m. on Nov. 7, of last year.

Krishnappa reportedly first told the undercover female officer he wanted to “kiss, cuddle and talk.” However, after agreeing to pay $100 for an hour with the female, he ramped things up a bit and allegedly stated that “he wanted to cause her pain by fucking from behind.” (is that what they mean by ‘Gangnam Style)

A second OSU student, Jacob McCabe, 27, was also arrested during the sting – the outcome of his case is still pending.

The second defendant to plead guilty is Marshall Wayne Plumb, 52, of the 3100 block of West 31st Ct. in Stillwater.

Plumb pleaded guilty to one misdemeanor count of soliciting prostitution in violation of Oklahoma State Statute 21 O.S. 1029.

Plumb was sentenced to one-year deferred, court costs, a $1,000 fine and 15-hours of community service.

According to the probable cause affidavit, Plumb also called a backpage.com ad for prostitution placed by law enforcement and was directed to as motel room around 11 p.m. on Nov. 6 of last year.

Once Plumb arrived he allegedly negotiated a rate of $100 for commercial sex acts and placed the cash on a counter.

Plumb was then taken into custody by police and booked into the Payne County jail.

Plumb appears to be the owner of Marshall’s Racing and a member of the Dunlop Semi pit crew (tire tech).

Both defendant’s received a $1,000 fine, which is substantially larger than prosecutors in Oklahoma County compel defendants in prostitution cases to pay.

JohnTV supports the use of larger fines to discourage future activity and reimburse agencies for their efforts.

Operation Dragon Slayer was a multi-agency effort involving agents and officers with the Oklahoma Bureau of Narcotics and Dangerous Drugs (Human Trafficking Unit), Stillwater Police, Payne County Sheriff’s Office and the Perkin’s Police Department.
