9/30/3014 – (OKC, OK) — A Oklahoma City man and woman have been arrested for allegedly raping a woman identified as a suspected human trafficking victim.

Details at this time are few, but what we know so far is that last Friday members of the Oklahoma Bureau of Narcotics and Dangerous Drugs (Human Trafficking Unit) and Oklahoma City Police, arrested Markus Markiee Shirley and Michelle Reney Rice.

According to law enforcement, undercover officers made an arrangement to meet up with a suspected prostitute after replying to an online ad.

When the undercover cover officer met up with the suspect at a local hotel, it was learned that she may not have been prostituting of her own free will and may instead be a victim of human trafficking.

The woman told police that 38-year-old Shirley had forcibly raped her and used threats of physical violence to force her into prostituting herself.

The woman also told police that 26-year-old Rice performed forced oral sex on her and rented the hotel room where she was being prostituted out of.

When police searched Shirley they report finding meth and cocaine on him.

Shirley was booked into the Oklahoma County Jail on complaints of human trafficking, possession of drugs, and rape in the first degree upon an unconscious victim.

Shirley is currently being held on $81,000 bond.

Rice was booked into the Oklahoma County Jail on complaints of forcible oral sodomy, rape by instrumentation and aiding and abetting prostitution.

Rice is currently being held on $50,500 bond.

Just yesterday, Rice was charged in Oklahoma County Court with felony computers crimes and offering to engage in prostitution stemming from an incident on Jun. 19.

In March of last year, Rice received a deferred sentence in Oklahoma County for felony computer crimes and offering to engage in prostitution stemming from an incident in Aug. of 2012. Rice is still on probation for those charges.

Shirley’s most recent conviction was in April of 2011 after he was convicted on charges of possession of marijuana and drug paraphernalia. Shirley received a two-year suspended sentence and a $50 fine.

In May of 2003 Shirley was also convicted for felony possession of marijuana and was sentenced to five-years suspended.

In Sept. of 2001 Shirley again was convicted of felony drug possession and sentenced to 90-days in jail and one year suspended.

Shirley listed a home address in the 1400 block of NE 28th Street in OKC.

Rice listed a home address in the 3000 block of N. Utah on OKC.

10/02/2014 – (Altus, OK) — An Altus female teenager is described as the ringleader of a group who allegedly kidnapped, abused and ultimately forced into prostitution a 13-year-old girl from the area.

According to published reports and court records, the young victim’s ordeal started in Jan. of 2013. That’s when investigators claim that then 17-year old Altus resident Dixie Star Shirley (see photo top left and below) forced the younger teen to have sex with multiple people in exchange for money, meth and even trivial items like cigarette lighters.

Police began investigating the case in 2013 after they were alerted to a troubled youth that had began missing school and getting into trouble with the law.

When police met with the young girl they report she appeared malnourished and lethargic. Authorities immediately had the girl transported to Jackson County Memorial Hospital and shortly thereafter to a medical facility in Oklahoma City.

The girl was formally interviewed while hospitalized in OKC.

Investigators say it took a long time before the victim would open up to them and give them enough details and names to pursue criminal charges.

In the end police learned that more than half-a-dozen individuals who live in the Altus area were responsible for the sexual exploitation of their young victim. Abuse that prosecutors say took place over a few months.

Assistant Police Chief Bill Perkins said this is a classic case of predators feeding on their prey.

According to Shirley’s Facebook page, she previously worked at English Village Manor, a retirement and assisted living facility in Altus.

Court paperwork recounts how 41-year-old Guerra taught the young girl how to inject meth into her own arm and then engaged in “uncountable” sexual acts with her.

The young girl eventually was introduced to and became addicted to meth, crack cocaine and heroine.

Perkins told the media that he’s certain had they not intervened that the young victim would have eventually died at the hands of her abusers.

Perkins reports that the young girl is doing well now and is on her way to recovering from this nightmare – “She’s now safe, she’s doing great. She’s moving on with her life.”

10/2/2014 – Tulsa, OK — A local pimp was sentenced last Wednesday in federal court for his participation in the sex trafficking of a teenage girl last year in the Tulsa area.

JohnTV has twice previously reported on Tulsa scum bag Damien Dinchie Wardell – first, back in December of 2013, when he was charged in Tulsa County court with felony human trafficking and six counts of contribution to the delinquency of a minor. Again, in Feb. of this year after his state case was dismissed so he could be pursued in Federal Court.

Federally Wardell was charged with once count of sex trafficking a child and one count of sex trafficking by force, fraud and coercion.

According to court records, Wardell was found by police (acting on a tip from a juvenile’s mother) to be in the company of four minor females in the Best In Suites in the 7400 block of E. Admiral Pl in Tulsa. The room was later learned to have been rented by Wardell. All of the juveniles had runaway warrants and ranged in ages from 15 to 17 years old.

Investigators claim that Wardell admitted that he knew at least one of the juveniles, a 16-year-old, was prostituting out of the hotel room. He also admitted to providing the young girls with marijuana.

In Wardell’s grand jury indictment it was alleged that Wardell “From on or about Nov. 14, 2013, through on or about Nov. 22, 2013 … knowingly recruited, harbored, enticed, and maintained R.M. … knowing and in reckless disregard of the fact that R.M. would be caused to engage in commercial sex acts and had not yet attained the age of 18 year.”

Back in May Wardell pleaded guilty the federal indictment and was sentenced on Sept 24.

At sentencing, Wardell was told he would serve 7.5 years in prison for his crime.

While some may feel justice was served – in JohnTV’s opinion this is yet another example of a failed justice system that would rather see consensual drug users spend longer time in prison than those who sell our young daughters.

Wardell faced up to life in prison – the same sentence he most likely forced upon his young victim who will be scared from this experience forever.

Keep in mind, this was not Wardell’s first run-in with the law.

Court records show that Wardell is a previously convicted felon who served time for separate cases of domestic violence and a dug, firearm, robbery conviction.

Wardell was on probation when he committed his child sex trafficking crimes.

Wardell will be released back onto society in less time than many individuals convicted of lesser drug crimes.

10/4/2014 – OKC, OK — An Oklahoma City lawyer arrested earlier this year for smuggling sex toys into the Oklahoma County Jail and soliciting sex from an inmate has reached a deal with prosecutors wherein he pleaded guilty to one of six criminal charges and gave up his license to practice law.

JohnTV was the first to break the story of the March arrest of 70-year-old Frank B. Kirk Jr. – an Oklahoma City criminal defense attorney.

According to prosecutors, Kirk had made contact with the unidentified female inmate in January, and over the course of six visits led her to believe he would represent her in court.

Being that the inmate was incarcerated and a little light on cash, Kirk, being the inventive professional that he is, agreed to accept sexual services in exchange for legal services – problem is, Kirk was never the inmate’s attorney.

According to court records, during his visits with the inmate, Kirk coerced the female to masturbate while he watched, expose her breasts, allowed Kirk to fondler her breasts, coerced the inmate to touch his penis and allowed Kirk to touch her vagina.

The inmate didn’t realize Kirk was not her attorney until a public defender recently paid her a visit regarding her criminal charges.

The inmate then divulged her relationship with Kirk to an Oklahoma County Sheriff’s Office Special Investigator.

The climax came when in early March a trap was set to catch Kirk with his pants down.

According to the PCA, when the inmate gave the takedown signal (“These pants are too tight“) arresting officers stormed into the room and discovered Kirk had given the inmate the sex toy (Durex Play Vibrations Vibrating Ring) and that her right hand was “dripping in KY Warming Liquid” personal lubricant.

Kirk was booked into the Oklahoma County Jail and then released on a $10,000 bond.

Almost immediately after his release from jail, investigators allege that Kirk made contact with the inmate again – this time trying to intimate or otherwise convince her not to testify against him.

Within days Kirk was formally charged in Oklahoma County with one count of attempting to prevent a witness from testifying and six counts of offering to engage in an act of lewdness.

Many people were wondering why he wasn’t charged with bringing contraband into a penal institution (the vibrating ring). Well, come to find out, sex toys are not defined as contraband by the Oklahoma County Jail – which probably explains why the human dildo (Oklahoma County Sheriff’s Public Information officer) Mark Myers is working there.

On June 12 the Oklahoma Bar Association suspended Kirk’s license to practice law.

Fast forward to this past July and somehow Kirk’s conviction escaped detection by not only JohnTV but the entirety of the OKC news media.

But, better late than never, we realized the case’s conclusion while going through our active files.

According to court records, on July 29, five of the six criminal complaints against Kirk were dismissed in exchange for his guilty plea to a single count of offering to engage in lewdness.

Kirk was sentenced to one-year suspended (supervised) and a $50 fine.

While a suspended sentence means Kirk wasn’t given any jail time, it does mean he will have a criminal record as a result of his guilty plea.

Why was Kirk given such a light sentence? Most likely because he agreed to give up his (already suspended) license to practice law.

Just days before Kirk’s guilty plea he submitted his formal resignation to the Oklahoma Bar Association.

Kirk’s resignation was accepted by the OBA on July 15 and Kirk cannot reapply for his license for at least five years.

10/9/2014 – OKC, OK — An Edmond man believed to be a student at the University of Central Oklahoma was arrested yesterday on misdemeanor and felony complaints related to prostituting himself online.

While details are few at this time, here is what we do know; According to jail records, 21-year-old Bryan Christopher Phillips was arrested late Tuesday evening in Oklahoma City by members of the Oklahoma City Police Department (possibly OKC Vice).

We don’t yet know where Phillips was arrested or the details of the arrest.

What we do know is that Phillips gave police a University of Central Oklahoma address as his residence (100 N. University Dr., Edmond).

Phillips was booked into the Oklahoma County Jail on a misdemeanor count of offering to engage in prostitution and a felony complaint of violating the computers crime act.

What those potential charges reveal is that Phillips was most likely not soliciting prostitution as a customer (aka, ‘John’) but was actually offering himself as  male prostitute. How do we know this? Because the ‘justice’ system in Oklahoma is about as biased as it comes and only the prostitutes typically get charged with felony computer crimes when it comes to prostitution activities. For whatever reason, even though the ‘Johns’ use a computer/smart phone to read and often reply to ads for prostitution, they are virtually never held accountable for it via the computer crimes act.

So, with the suspicion that Phillips was the hooker and not the ‘John’, JohnTV went snooping around online to see if we could find proof.

Guess what? It didn’t take very long before we saw an ad under the ‘males escorts’ section of the Oklahoma City adult entertainment area of Backpage.com that contains photos and information that seems to match Phillips.

Describing himself as ‘baby faced’, 21-years-old, 6′ 3″ tall from the Edmond/OKC area – this (most likely) ad by Philips is for ‘females only’ and promises a ‘breathless’, ‘leg trembling’, ‘hung blessing’ of an encounter. Oh, and if your male significant other wants to join in? Phillips is apparently down with that too.

Before you lady readers start dialing those 10-digits, just know Philips’ phone is now in the custody of Oklahoma City Vice and at the time of this posting, Phillips was still in custody in lieu of $2,500 bail.

A quick Googling of the phone number in Phillips’ suspected ad shows postings for prostitution going back to early September.

Charges have not yet been filed and no probable cause affidavit has been released. However, if convicted of the charges, Phillips faces a felony record and up to a year in jail.

It should be noted that JohnTV has not been able to confirm that Phillips is indeed a UCO student.

10/10/2014 – Pocola, OK — Six women and four men were arrested during a sting last month at the Choctaw Casino in Pocola after authorities claim they were seeking to either buy or sell sexual services at the entertainment center.

According to published reports, the undercover operation was a successful joint effort between the Choctaw Nation Tribal Police, Bureau of Indian Affairs, Oklahoma Bureau of Narcotics and Dangerous Drugs, Department of Homeland Security, Le Flore County Sheriff’s Office, Le Flore County District Attorney Investigators and Sebastian County Sheriff’s Office.

The following individuals were arrested;

1. Jerry Lee Champion, 56, of Fort Smith, Arkansas.
2. Orvil Stanley Cruz, 26, Fort Smith, Arkansas.

Some published reports claim that the four men were arrested while they actively sought commercial sex at the casino, two of the women were contacted online by law enforcement and lured to the casino and four more women were arrested after they allegedly were caught soliciting gamblers on the casino floor.

“The Choctaw Nation is always looking to provide a safe environment for its guests, customers and employees,” said John Hobbs, executive director of public safety for the Choctaw Nation of Oklahoma.

While the casino is considered to be in Oklahoma, part of the casino property actually crosses into Arkansas.

The case is being handled by Arkansas and Oklahoma authorities. Of the ten arrested, six were transported to jail in LeFlore County, and four in Sebastian County.

As of this posting, no formal criminal charges could be found during an online records search.

None of the women arrested have been identified as human trafficking victims.

10/10/2014 – OKC, OK — Felony charges have been filed against a Tulsa transsexual prostitute that was arrested by the FBI and Oklahoma City Police earlier this year.

JohnTV first reported on the arrest of 32-year-old Angelina Hinojosa when he/she was arrested, along with 41 others, in the FBI’s annual press opportunity human trafficking and prostitution sting referred to as ‘Operation Cross Country.’

At the time of the initial report, Hinojosa was presumed by JohnTV to be a female (based soley on his/her mugshot and name).

JohnTV next reported on Hinojosa after it became apparent that ‘she’ was actually born a ‘he’ and promotes herself as ‘sexy passable Andrea’ on several websites that promote prostitution. *So from here on out, in this article, we will refer to Hinojosa as a female.

According to court records, Hinojosa was arrested back in June at an OKC Marriott after she offered to perform specific sexual acts on a male undercover officer in exchange for cash.

Fast-forward three months and Hinojosa has now been formally charged in Oklahoma County with misdemeanor prostitution and felony computer crimes.

According to the Oklahoma County Sheriff’s Office’s website, On Sept. 30 an arrest warrant was issued for Hinojosa and her bond set at $2,500. You can check the status of Hinojosa’s arrest warrant by clicking on this link.

Hinojosa shouldn’t be too hard to find. You see, like so many other individuals involved in criminal activity, Hinojosa just can’t seem to stay off social media.

Just last Sunday Hinojosa posted pics of herself to her Facebook page while she was at the Tulsa County Fair. Heck she was even kind enough last weekend to post pics of the new car she’s driving so police can find her more easily – a Ford Edge she just bought at Joe Cooper Ford in Tulsa.

Hinojosa even added a ‘classy’ little hashtag to her new car photo (#STEPYOURPUSSYUP) – How’s that for ‘new car smell.’

And, because Hinojosa is apparently all into customer service and sharing way too much information, she decided to post the results of her recent Hepatitis and HIV tests to her Facebook and Instagram pages (don’t we all?)…

Why so much sharing on Hinojosa’s part you might be asking yourself? Well, she has an answer that gets straight to the point; “Cause I wanted to let the world know nigga clean.”

Anyway, JohnTV will let you know when Hinojosa ‘checks-in’ to the Oklahoma County Jail next – I’m sure her cellmates will be thrilled to know she’s ‘clean.’

If convicted, Hinojosa faces a felony record and up to a year in jail.

No other arrest record or criminal charges could be found for Hinojosa in Oklahoma.

10/27/2014 – OKC, OK — This month’s early Oct. print edition of This Land Press features an article about the need for a ‘John School’ in Oklahoma County and the efforts of No Boundaries International and JohnTV.com’s own Brian Bates to make it a reality.

The article, which appeared in the Oct. 1 edition of the This Land Press magazine was written by Marcos Barbery and entitled John School.

The feature article opens with the life and tragic death of Oklahoma City street prostitute and mother Jarrae Estepp and Bates’ interactions with her and her ‘Johns’ (customers).

The article then describes in detail the need to attack the demand side of prostitution and human trafficking and how arrested Johns are as much an opportunity for intervention as arrested prostitutes and prostituted women.

The article gives a brief history of John schools locally and nationally and how it is the desire of Bates and local non-profit No Boundaries International to form a new and improved John school that relies on facts and information and less on blatant shaming of those who procure prostitutes.

11/4/2013 – OKC, OK — Oklahoma city police arrested eight individuals on prostitution related crimes last night during a sting on the city’s south side.

According to public records, and a source close to the operation, undercover officers with the Oklahoma City Police Department’s Vice Unit conducted a sting on and near S. Robinson Ave. yesterday afternoon.

Undercover male and female officers targeted both the supply and demand sides of prostitution by arresting females soliciting in the area and male ‘Johns’ looking for prostitutes.

According to Oklahoma County Jail records, at least five men and three women were taken into custody – with the youngest being a 29-year-old female and the oldest being a 61-year-old male.

Many of the men were reportedly arrested in the area of SW 34 and S. Robinson Ave. and have been identified as;

1. Daniel V. Valencia, 11/23/1979 (34), Hispanic male, reportedly resides in the 600 block of SW 163rd St. in OKC.
   11/3/2014 arrested on complaints of offering to engage in lewdness/prostitution.
   No other criminal record could be found.
2. Diaz Balbino Villalobos, 3/31/1974 (40), Hispanic male, reportedly resides in the 500 block of Acr 45 in Palestine, TX.
   11/3/2014 arrested on complaint of offering to engage in lewdness/prostitution.
   No other criminal record could be found.
3. Robert David Mobley Jr., 9/16/1975 (39), Hispanic male, reportedly resides in the 5100 block of FM 346 in Tyler, TX.
   11/3/2014 arrested on complaint of offering to engage in lewdness/prostitution.
   No other criminal record could be found.
4. Antonio Poz, 11/4/1981 (33), Hispanic male, reportedly resides in the 5000 block of NW 50th St. in OKC.
   No other criminal record could be found.
5. Lonnie Ernes Haynes, 5/18/1953 (61), White male, reportedly resides in the 1200 block of SE 21st St. in OKC.
   11/3/2014 arrested on complaint of offering to engage in lewdness/prostitution.
   No other criminal record could be found.

Two of the men arrested are reportedly from Texas and one of the men, Poz, is today celebrating his 33rd birthday (in jail).

These arrests seems to follow a long running pattern where Hispanic males are disproportionally arrested over Caucasian males during street prostitution stings. JohnTV associates this with cultural differences that seem to make it easier for White males to spot a possible police sting and thus avoid arrest.

The three women arrested were most likely arrested in the area of SE 44 and S. Byers Ave. – an area near S. Robinson Ave. with a long history of the persistent presence of street prostitutes. The women have been identified as;

1. Ivory Natosha Jones (aka, ‘Precious’), 7/17/1976 (39), Black female, resides in OKC.
   11/3/2014 arrested on complaint of offering to engage in lewdness/prostitution.
   Convicted felon with a lengthy criminal record.
2. Lyndsay Brooke Cresswell, 1/1/1985 (29), White female, resides in
   11/3/2014 arrested on complaint of offering to engage in lewdness/prostitution.
   No other criminal record could be found.
3. Tisha Elaine Howard (aka, ‘Lady Bug’), 4/13/1984 (31), White female, resides in OKC.
   11/3/2014 arrested on complaint of offering to engage in lewdness/prostitution.
   Lengthy misdemeanor criminal record.

No additional information has been released regarding this sting.

11/4/2014 – OKC, OK — An Oklahoma City chiropractor pleads guilty to soliciting prostitution from a patient and is only given a $30 fine plus probation.

According to published reports, back in December of 2012, Dr. Shandy Sells offered to trade his chiropractic services to a female patient in exchange for sex.

Dr. Sells, 37, is the owner of a chiropractic clinic on NW 58th St. in Oklahoma City.

According to Sells’ victim, she was sent text messages by Sells that were inappropriate.

The victim claimed that Sells texted her, “there has to be some exchange of value for the service.” Reportedly when she asked what he meant, Sells replied “I’m a man. Haha”, followed by “Have a feeling you know how we operate.”

The victim then reported the incident to the Oklahoma City Police who put her in touch with the Oklahoma City Vice Unit.

With the assistance of OKC Vice, the victim was reportedly sent back to Sells’ office in an attempt to obtain audio evidence.

As reported by KFOR News Channel 4, according to court records, “During the [second] meeting Sells… mentioned that payment could be made by her being prepared to have some fun… then grabbed the female client’s hair and kissed her on the lips.”

On March 27, of this year (over a year after the victim came forward) Sells was charged in Oklahoma County with one misdemeanor count of offering to engage in an act of lewdness/prostitution.

After Sells was charged, the victim told KFOR News Channel 4 that “The way I felt that he was coming at me about it was I had no choice but to do this. I don’t like feeling manipulated, nobody else likes feeling that way.”

Despite the predatory nature of the crime, no attempt was made to arrest Sells after charges were filed and an arrest warrant was issued.

In fact, Sells wasn’t taken into custody until he was pulled over three months later on a traffic violation.

At the time of his arrest, Sells’ attorney told the media his client was innocent and that they planned to fight the allegations in court.

Well, apparently they scrapped that plan in favor of a totally under the radar good ol boy plea agreement (aka, business as usual in Oklahoma County in regard to the prostitution of our women).

According to court records – because you can’t read it anywhere else because ALL THE MEDIA missed it – Dr. Shandy Sells appeared before Judge Russell Hall on Aug. 5 and pleaded guilty.

In exchange for his guilty plea, Dr. Sells was sentenced to only two years of probation, 50-hours of community service, $30 fine and court costs.

To put this in perspective, Sells was facing a maximum of a year in jail, $2,500 in fines, 80-hours of community service, geographic restrictions, health assessment, and a permanent criminal record.

Instead, a doctor who tries to coerce sex in exchange for medical services in Oklahoma County faces no jail, no permanent record, no health test, and only has to pay 1.2% of the maximum allowable fine.

But, this is the same DA’s office that allows men who prostitute pregnant 16-year old girls to walk away without any punishment or even a criminal record.

Sells was ordered not to engage in chiropractic work for one year. No word if the board overseeing Sells’ license has taken any action against him.

11/6/2014 – OKC, OK — Folks, the absurdity train that is Oklahoma County ‘justice’ just keeps on rolling…. JohnTV has just learned that a Oklahoma City woman (currently on felony probation) pled guilty last week to pandering (being a pimp), felony computer crimes, and soliciting prostitution – and her penalty? Probation, a $50 fine and court costs! Oh, and did we forget to mention, she was also originally arrested on complaints of oral sodomy and rape by instrumentation.

JohnTV first reported on the arrests of Michelle Reney Rice and Markus (Marcus) Markiee Shirley back in September of this year.

Rice, 26, and Shirley 38, were arrested by members of the Oklahoma Bureau of Narcotics and Dangerous Drugs (Human Trafficking Unit) and Oklahoma City Police after undercover officers made an arrangement to meet up with a suspected prostitute who was advertising online.

When officers encountered a woman at a local motel they learned that she was not prostituting of her own free will and that Rice and Shirley had forced her to do so. The victim claimed that both Rice and Shirley had raped her and that Shirley had threatened her with physical violence.

Further investigation revealed that Rice had rented the motel room and that Shirley had meth and cocaine on his possession.

Shirley was booked into the Oklahoma County Jail on complaints of human trafficking, possession of drugs, and rape in the first degree upon an unconscious victim.

Rice was booked into the Oklahoma County Jail on complaints of forcible oral sodomy, rape by instrumentation and aiding and abetting prostitution.

Shirley was initially given a $81,000 bond and Rice a $50,500 bond.

On Oct. 13, both were formally charged in Oklahoma County with felony pandering and new bond amounts were assessed; Shirley’s bond was reduced to $4,000 (which means only paying $400 to a bondsman) and Rice’s was reduced to $2,000 (or $200 to a bondsman).

On Oct. 20, Shirley posted his bond was returned to the streets of Oklahoma City.

On Oct. 30, Rice appeared before Oklahoma County Judge Larry Jones where she pleaded guilty to being a pimp. At the same time, Rice also pleaded guilty to a separate case of felony computer crimes and prostitution stemming from her arrest this past June as a part of the FBI’s Operation Cross Country VIII.

Additionally, at the time Rice was arrested in June and then again in Sept. she was already on probation (until 3/24/2016) for pleading guilty in March of 2013 to felony computer crimes and offering to engage in an act of prostitution.

So, before we get to Rice’s pre-negotiated sentence, lets make sure we have this in proper perspective….. Rice pleaded guilty to felony prostitution related crimes in 2013 and while on probation is arrested in June of 2014 by the FBI for the exact same felony prostitution crimes and is arrested a third time in Sept. for pimping and rape.

Lets also keep in mind that while her none pandering charges carried from zero to a year in jail and $2,500 in fines, according to Oklahoma statute a conviction for pandering will result in…

…upon conviction for any offense under this article shall be guilty of a felony and shall be punished by imprisonment in the State Penitentiary for a period of not less than two (2) years nor more than twenty (20) years and by fines as follows: a fine of not less than One Thousand Dollars ($1,000.00) and not more than Three Thousand Dollars ($3,000.00) upon the first conviction for such offense…

Not too mention her current felony probation was subject to revocation and additional prison time.

So, with all that in mind and the punishment clearly spelled out in Oklahoma law, what do you think the Assistant Oklahoma County District Attorney David Nichols agreed to sentence Rice too? Hold on to your head, because it just might explode…..

10-years of probation, a $50 fine and court costs.

No mandatory minimum of two years in prison, no mandatory minimum $1,000 fine, no revocation for her current probation, no geographic restrictions, no health assessment, no community service, nothing.

With sentences like this, what motivation is there for a victims of human trafficking to come forward and risk their own lives when our prosecutors are not even willing to apply the legal minimum sentence?

Shirley, a multiple time convicted felon with a criminal resume going back to at least 1993, is next scheduled to appear in court on Jan. 14, 2015 for his preliminary hearing conference.

11/7/2014 (updated 11/10/2014) – OKC, OK — An ongoing undercover sting has so far resulted in the arrest of 20 people in Oklahoma City for prostitution related crimes.

JohnTV was the first to report on the arrests this past Tuesday after eight individuals were taken into custody around S. Robinson Ave. in south Oklahoma City.

Records reveal that the sting is a joint operation by members of the Oklahoma City Police Departments’ Vice Unit and the Oklahoma Bureau of Narcotics and Dangerous Drugs – Human Trafficking Unit.

As of this morning, according to jail police records, eleven more people have been arrested as the sting continues all week. This brings the running total to twelve men, six women and two individuals whose gender is ‘uncertain’ at this time booked into jail.

The latest arrests appear to have occurred after the sting moved online, targeting prostitution on Internet sites like Backpage.com.

Those arrested so far have been identified as (this includes those reported in our Tuesday article);

11/10/2014 – Durant, OK — A Plano man arrested earlier this year in Durant, along with over a dozen others, has had his felony human trafficking charges dismissed after his alleged victim disappeared.

JohnTV previously reported on ‘Operation Dark Night’ back in March of this year. The multi-jurisdictional online prostitution sting in Bryan County was originally touted as having resulted in the arrests of at least one pimp and three human traffickers. However, at least one of those alleged human traffickers is now walking away free and clear.

24-year-old Plano, Texas resident Quing Chao Cai (originally identified as Cai Qing Chao), was arrested in March and almost immediately charged with felony human trafficking for commercial sex. Cali’s bond was originally set at $100,000.

On Aug. 5, Cai’s bond was reduced to only $10,000 (or $1,000 paid to a bondsman).

On Oct. 30, prosecutors moved to dismiss all criminal charges against Cai because the alleged victim could not be located.

A notation in the court records indicates that if Cai’s alleged victim can be located (presumably within the statute of limitations) then the criminal charges could be re-filed.

It is not known if Cai’s alleged victim has voluntarily cut off communication with prosecutors or if she has been intimidated into silence or worse.

Also eventually charged with pimping related crimes during Operation Dark Night were Javon Brayana Pazon (22), charged with pandering and transporting a minor for the purpose of prostitution, Luther Dwayne Walker (37), also charged with pandering and transporting a minor, Ryan Michael Wright (25), charged with pandering, and Curry Devon Truitt (38) charged with transporting a person for the purpose of prostitution and possession of marijuana.

All of the cases listed above are still considered active. Truitt currently has a warrant for his arrest for failure to appear for his jury trial.

Operation Dark Night was conducted by the Oklahoma Bureau of Narcotics (human trafficking unit), Bureau of Indian Affairs, and tribal and Durant police.

Reports indicate that individuals arrested were taken into custody at either a motel near Main St. and Highway 69/75 or at the Choctaw Casino Hotel.

The OBN reported that 15 people were taken into custody in total.

One of the women identified by investigators as a victim of human trafficking is said to be a minor and was placed in the custody of the Department of Homeland Security. The two adult human trafficking victims were identified as foreigners and taken to shelters.

11/11/2014 – Tulsa, OK — Tulsa County Sheriff’s deputies arrested a woman on the city’s ‘Most Wanted’ list for the alleged human trafficking of a teenage girl.

Investigators say that Curtisha Damaey Crook (who also goes by LaQuita Crook and ‘CeeCee’) met a 16-year-old female runaway and offered her a place to sleep and drugs.

In return, it is alleged that Crook then took photos of the teen and advertised her online for commercial sex.

Felony charges were filed against Crook and three other co-defendants in March of this year.

Court records indicate that Crook, 23, was tracked down and arrested in mid-October and possibly booked into the Galveston County Jail in Galveston, TX.

Also charged with human trafficking were Sally Achiri Denton (aka, ‘Big Momma’) (19), Randy Montwane Pierce (24) and Demarlon Younger (23).

Additionally, Younger was also charged with kidnapping and three counts of rape in the first degree.

Pierce’s human trafficking charge was dismissed in September. However, just last week a Victim’s Protective Order was granted against Pierce after his ex-girlfriend claimed he was stalking her and treated her with physical violence. Last month Pierce was convicted of domestic assault and battery in a separate case. Charges of malicious injury to property and threatening an act of violence were dismissed. Pierce was sentenced to only one year of probation.

Younger pleaded guilty to human trafficking and one count of rape in the first degree. Two counts of rape were dismissed as part of his plea agreement. On Oct. 20, Younger was sentenced to five years in prison, followed by five years of probation, plus fines and court costs.

Court records indicate that police located and rescued the teen after they received a tip that she was be prostituted online. The victim only knew her capture as ‘CeeCee’ and it wasn’t until investigators showed the young girl a mugshot of Crook that they were able to positively identify her as the girl’s trafficker.

11/11/2014 – Washington –  As reported at NBCwashington.com — Last month, a judge sentenced a former D.C. police officer who served as a pimp for two teenage girls to seven years in prison Thursday.

Linwood Barnhill Jr., 48, who resigned from the Metropolitan Police Department after his arrest, pleaded guilty to two counts of pandering a minor and one count of possession of child pornography. After his release from prison, Barnhill will be under 10 years of supervised release and must register as a sex offender for the rest of his life.

Police arrested Barnhill Dec. 3 after a search for a missing 16-year-old girl led officers to his apartment. Court records say that over the previous two weeks, Barnhill prepared her for a sexual encounter with a man, preparation that included taking nude and clothed photos of her, but that sexual encounter never happened. The girl told police that she met Barnhill at a mall and he asked her if she would be interested in modeling.

A 15-year-old girl told police that Barnhill set up a sexual encounter for her after he pulled up to her at a bus stop in September 2013 and asked her if she was interested in modeling for him, according to the government’s evidence. Barnhill took nude and clothed photos of her as well, and she engaged in sexual acts with a man in his 40s or 50s in Barnhill’s bedroom, charging documents said. Barnhill allegedly provided condoms for the encounter, collected money from the man and paid the girl a portion.

Barnhill also pulled up to a 17-year-old at a bus stop in October 2013 and asked her if she wanted to model for him, the U.S. Attorney’s Office said. He later took photos of her clothed and unclothed and shot video on his phone of her engaged in a sexual act with him.

During a search of Barnhill’s apartment, investigators found 100 to 200 condoms, an officer with the department’s Juvenile Protection Division testified. The officer said the large amount of condoms was in line with something that would be found in a brothel.

The judge said she accepted the light sentence — Barnhill faced a maximum sentence of 24 years — primarily to protect the victims’ privacy, News4’s Mark Segraves reported, but also because Barnhill didn’t abuse his police powers in committing the crimes.

The attorney for one of the teenagers disputed that, saying his client was afraid to testify because more officers could be involved.

“The victim that I represent understood him to be a cop,” attorney William Johnson said. “She actually rode in a car with him, and he pulled a gun from underneath the seat and bragged about being a D.C. police officer.”

11/11/2014 – OKC, OK — Oklahoma City police arrested three women last night for online prostitution and two may have been promoting themselves as a ‘mother & daughter’ sex team.

Details are very few right now, but this is what we do know.

JohnTV was contacted by an anonymous source within law enforcement and told that members of the Oklahoma City Vice Unit had broken up a small prostitution ring that had traveled from Kansas to OKC to engage in prostitution.

Nothing really out of the ordinary about that – That is until our source claimed that two of those arrested were promoting themselves online as “Mother and adult daughter wanting to have good time….”

After combing through jail records we located the three women from kansas;

1. Barbara Wingate, DOB 4/21/1952 (62), White female.
2. Misty Rhymes, DOB 8/5/1977 (37), White female.
3. Angie Estrada, DOB 5/11/1990 (24), Hispanic female.

Rhymes as she appears online.

All three women reportedly reside in Wichita, KS and all three were arrested on complaints of felony computer crimes and offering to engage in prostitution.

According to her online profile, Rhymes appears to be a single mother of at least two, but possibly three children and at least attended some classes at Wichita State University.

Wingate describes herself as single, unemployed and previously studied graphic design at Southwest Florida College.

Those are the only facts that JohnTV has confirmed at this time.

We don’t know where the women were arrested, under what circumstances, if a pimp is involved nor if two of the three females were indeed promoting themselves as a mother and daughter duo.

If the latter is true, then most likely this is the ad on Backpage.com they posted that resulted in their arrest. This ad appeared in both the OKC escort and body rub sections of Backpage.com just hours before all three women were arrested.

Possible ‘Mother/Daughter’ sex ad that led to the arrest of Rhymes and Wingate.

Besides the ‘Mother and daughter’ reference in the title, other evidence that at least superficially gives credit to the tipster is the fact that the 316 area code listed in the above ad is a Wichita, KS area code. Also, this same ad appears in numerous ads on adult websites in Kansas. Lastly, in other ads the ‘mother’ (or Wingate) describes herself as having a larger build, 60-years old and 5’4″ tall. According to her jail booking information, Wingate is indeed 5′ 4″, 235lbs and close to 60-years old (62 to be exact).

In contrast, the ‘daughter’ in the above ad describes herself as 29-years-old, when in fact Rhymes is 37-years-old.

Similar mother/daughter ads using the same 316 phone number appear online going all the way back to 2011 (see ad below).

However, it should be noted that the photos in the ad above, and in other ads that use this same phone number, the women actually depicted in the ads are not Rhymes or Wingate. Which is not surprising considering 80% of the ads appearing on Backpage.com do not contain photos of the person who is actually engaging in the prostitution.

At the time of this posting, all three women were still being held in the Oklahoma County Jail on $2,500 bond each.

11/14/2014 – Tulsa, OK — A Tulsa woman with a long history of drug addiction and prostitution was sentenced to a decade behind bars after giving birth to her seventh drug addicted child.

JohnTV first reported on 34-year-old Daiquiri Dawn Miller back in April of 2012 after she was charged in Tulsa County with felony child neglect.

According to court records, Miller gave birth on March 31, 2012 to a baby girl born addicted to cocaine.

Miller’s arrest marked the 14th time she had been taken into custody – mostly for drugs and/or prostitution.

Records also revealed that back in 1997 Miller’s then three-month old child was taken away from her after it suffered a suspicious broken leg.

Miller had five more children that were all taken from her either at birth or within a few months of birth. Miller admitted to at least on physician that used used cocaine and crack almost daily while pregnant.

While JohnTV was sifting through archives articles, we noticed Miller had been convicted and that we had neglected to report on it.

On July 10, 2012 Miller waived her right to a jury trial and pleaded guilty. Miller was sentenced to 15-years in the custody of the Oklahoma Department of Corrections, with the last five years to be served on probation. Child neglect is considered a violent crime, so Miller will have to serve 85% of her sentence before being eligible for parole.

The sad reality is that most of the women JohnTV encounters on the streets have given birth to one or more children and in most cases those children are eventually taken by the state or abandoned to be raised by other family members.

It is estimated that just over 40% of the women who prostitute were at one time in the custody of the Department of Human Services.

11/20/2014 – Owasso, OK — A former Oklahoma politician has had his child prostitution related criminal charges dismissed and the exact reason is a bit unclear to JohnTV.

JohnTV first reported on 61-year-old Danny Bruce George’s arrest for allegedly attempting to induce a minor into prostitution back in Sept.

As first reported, George was arrested by Owasso Police in Aug. after he reportedly tried to meet a 14-year-old female for sex.

On Aug. 29, George was formally charged in Tulsa County with felony inducing a minor to engage in prostitution, sexual battery and attempting to to contribute to the delinquency of a minor.

Court records show that on Nov. 3, the state dismissed all the charges against George, citing, “failure of prosecuting witness to appear.”

Usually what this means in a case like this is that the victim (in this instance the 14-year-old victim) has either disappeared or is no longer willing to testify. However, media reports indicate that the ‘victim’ was actually an undercover police officer pretending to be a 14-year-old girl. So, how exactly does an undercover police officer conducting a sting targeting George ‘fail to appear’?

The only thing we can think has happened (with zero confirmation) is that this case was initiated by an alleged ‘real’ victim and that prosecutors feel that victim is essential in obtaining a guilty verdict and that that victim is no longer available to the prosecution.

Either way, seems like George is a helluva guy (insert sarcastic eye-roll).

11/22/2014 – OKC, OK — Court records give additional details of a New Jersey husband and father’s arrest in Oklahoma City for allegedly soliciting prostitution.

JohnTV was the first to report on the week long prostitution sting earlier this month in OKC that resulted in the arrests of at least 20 individuals.

The sting, conducted by members of the Oklahoma City Police Department’s Vice Unit, targeted the buyers and sellers of both street and Internet prostitution.

One of the alleged ‘Johns’ arrested was a man who apparently just couldn’t wait to have his birthday candle blown out (so to speak).

In what has to be the worst way to spend your 51st birthday, Mark Thomas Smolen of Branchville, NJ was arrested after he reportedly responded to an online ad for prostitution that had been posted by undercover officers.

According to court records; On Nov. 11, Smolen was scoping out all the flesh for sale on Backpage.com’s adult section when he just couldn’t resist calling a telephone number that just happened to be manned by OKC Vice.

Smolen was directed to go to room #218 at the Days Inn on S. Meridian Ave.

When he got there, Mark Smolen reportedly presented the faux-hoe with $120 for oral sex.

Instead of yelling “Happy Birthday”, the undercover female officer was accompanied by several other male police officers who joined in a chorus of “Freeze, you’re married ass is under arrest!”

Smolen was booked into the Oklahoma County Jail on a complaint of engaging in an act of lewdness/prostitution (see booking information at the bottom of this article). Stolen was released after posting a $500 bond.

On Nov. 11 a Certificate of Probable Cause (see below) was filed in Oklahoma County Court. A CPC is the first step to the filing of formal criminal charges.

So, what do we know about Mr. Mark Thomas Smolen? Not a lot. But, thanks to public records, the Internet and social media we can put together at least a brief profile of this creeper from New Jersey.

According to Smolen’s jail booking information (see below), he lives at 65 Gunn Rd. in Branchville, NJ. When you enter that address into Zillow you see that Smolen’s residence is currently for sale at the asking price of $899.00 (lowered by $50,000 in the past 80 days).

According to social media; Smolen is married with (according to the Christmas pic below) four kids – one of which unfortunately shares his name and is apparently a pretty good football player.

11/23/2014 – OKC, OK — Court records provide additional details regarding a possible male University of Central Oklahoma (UCO) student’s arrest for allegedly prostituting himself online to an undercover female police officer.

Last month JohnTV reported on the arrest of 21-year-old Bryan Christopher Phillips of Edmond, Oklahoma.

At the time of the original report, JohnTV had very few details to go on other than Phillips’ name, the fact he was arrested for prostitution related crimes and that Phillips gave police a home address of 100 N. University Drive in Edmond. That address comes back as the official address for the University of Central Oklahoma.

While Phillips has yet to be criminally charged, a Certificate of Probable Cause (CPC) has been filed with the Oklahoma County Court Clerk’s Office. According to the Probable Cause Affidavit (see below) contained within the CPC, on Oct 7 a female Oklahoma City Police Officer working undercover for OCPD’s Vice Unit responded, via text message, to a male escort ad that appeared on Backpage.com (see ad below).

Phillips reportedly responded to the officer’s text by expressing he was available and that his escort fee was $200. Phillips and the undercover female officer then made arrangements to meet at Edsel’s Club on S. Meridian for drinks.

*Side Note: Longtime JohnTV readers will probably recognize the Edsel’s Club name, as it seems to be the popular spot to bust male prostitutes. It was back in May of 2013 that JohnTV reported on the arrest of Terrell DuShawn Bruner, 34, at Edsel’s Club for allegedly prostituting himself online.

After the two arrived, the undercover female officer asked Phillips if she could pay him his $200 fee after they got to the hotel room. Police then report that at some point during the conversation at the bar, Phillips confirmed that he brought a condom and that he would provide the undercover female officer with sexual intercourse and oral sex.

No mention was made in the report as to how long the two were at the bar or how many alcoholic drinks the undercover female officer may have consumed.

Phillips was taken into custody as the two left the bar.

Phillips was booked into the Oklahoma County Jail on felony computer crimes and prostitution.

Phillips was released after posting a $2,500 bond.

As of this date, criminal charges have not yet been filed against Phillips.
